REPLACE$ doesn't work with singlequote

Following is true for the stable version and the latest fossil.

string$ = "′"
PRINT "string$ = " & string$
 
string$ = REPLACE$(string$,"'"," ")
PRINT "string$ = " & string$
 
string$ = REPLACE$(string$,CHR$(39)," ")
PRINT "string$ = " & string$
response:

string$ = ′
string$ = ′
string$ = ′

Ah, I  think I've found the problem.
I copied my input string from the web.
Apparently there are more ascii codes for the same character.
